I wouldn't want to create a web site without using a CMS because it would be more difficult to manage a group of HTML pages. Database driven content is the best way to present data for web sites. Unless it was a CMS that they custom build themselves. Reason being.. CMS if properly designed could have the potential to wipe out Web Developers all together. Unless of course we wanted to work for free. I just wanted to point out that any web developer, who is in their right mind, would never use a CMS.
